The MEA certificate/document attestation process is as follows—
Stage 1: Document authentication
Non-Educational Documents:
Documents (such as birth or death certificates, marriage certificates, affidavits, driving licenses, etc.) must first be approved by the issuing State/Union Territory State Home Department. The authentication must be achieved with the seal of the name and designation and the Department’s seal.
Educational documents:
The State Department of Education of the State Government/Union Territory should first approve the documents. The authentication must be achieved with the seal of the name and designation and the Department’s seal.
Trade documents:
Before the Ministry can approve these External Affairs, New Delhi, the documents should be pre-authenticated by the respective Chambers of Commerce. The rubber stamp of the respective Chamber of Commerce, along with the name & designation of the approved signatory, must be affixed to each text.
Stage 2: Attestation/Legalization by MEA of the documents
The Ministry of Foreign Affairs (MEA) shall attest/legalize the documents only after the signature and seal/stamp of the designated authorities of the State Government/Union Territory/Chambers of Commerce from which the documents were issued have been authenticated. The MEA, based on the signature of the appointed authorities, legalizes the certificate/document and thus does not accept responsibility for the substance of the documents.
